**About the job**



Reporting to the VP Infrastructure, the Director of Maintenance is accountable for the maintenance aspects of program development for NHC and ensures housing assets are maintained to the required standards. The position provides leadership for the effective integration of maintenance management services and responds to executive-level requirements involving maintenance initiatives and other NHC business lines. This position leads the project management process to deliver M & I projects, manages financial resources, and contributes to the development of the NHC’s priority- based capital plan.

The Director also provides technical advice, guidance, and support through the maintenance team to NHC District Directors and District maintenance staff to assist in the development of Local Housing Organizations (LHO).



**About You**



The knowledge, skills, and abilities required for this job are usually obtained through completion of an undergraduate degree in architecture, engineering, construction management or a related field. The candidate must have a minimum of eight (8) years of progressively challenging project management experience and direct experience managing building maintenance, design, and project delivery with five (5) years of progressive managerial experience. A professional or trade certification in a related field is an asset. Experience in cold climate design and construction is an asset.

The Manager also manages the mortgages and homeownership portfolio, offering financial counseling and training to clients with limited experience in home ownership. Key responsibilities of the successful candidate will also include:
•	Providing training and counselling services to LHO boards and management

Several Local Housing Organizations are seeking a Housing Manager (multiple locations) to manage their daily operations. These positions will be based on a 37.5 hour work week with occasional overtime, as necessary.


About the Position:

Reporting to the respective LHO Board of Directors, the Housing Manager leads the day-to-day operations of the Local Housing Organization (LHO), ensuring effective management and oversight of all housing services. This includes guiding and supporting the entire LHO staff team—spanning maintenance, tenant relations, administration, and board support—to deliver quality housing services to the community. The key responsibilities of this position include the following:

Leads and guides LHO staff while ensuring culturally responsive and effective service delivery.
- Ensure housing units are maintained (on-demand and preventative maintenance) at an optimum level of repair within established budgets and costs constraints.
- Identiﬁes annual budget requirements for approval and co-ordinates and monitors expenditures to ensure maximum value is received from allocated funds with budgeted items.
- Ensures that housing units are fairly allocated, and tenants are fully aware of, and accept their responsibilities.
- Provides guidance to the Board of Directors on matters that come before it, including corporation programs, policies and requirements, ﬁnancial and budget information, housing allocations, etc.
- Acts as secretary to the Board during meetings. Ensure minutes are completed and that within two weeks of the meeting they are submitted to NHC. Other related duties.

About You:


**Knowledge, Skills and Abilities Requirements Includes the Following:**

- Post-secondary education in community or public administration, business administration, social sciences or related degree equivalent;
- Property Management Certiﬁcation would be considered an asset.
- 2 years of Property Management and/or Housing Maintenance experience.
- Financial Management skills including budgeting and bookkeeping.
- Computer training and experience.
- 3 years of Supervisory/Management experience.
- Proven experience working in a cross-cultural environment, including a solid understanding of Nunavut’s Inuit Societal Values (ISV) to foster a respectful, efficient, and culturally responsive work environment.
- Experience working in unionized environments would be considered an asset.
- An equivalent combination of education and experience will be considered

**About the Job**

The District Comptroller reports to the District Director and, as a member of the management team, performs a dual function in financial support to the District Office and monitors, evaluates and assists the respective Local Housing Organizations (LHOs) in all financial matters. The District Comptroller is responsible for the financial, administration and human resources operation management for the District Office. This position also plays a fiduciary role in managing the District Office’s assets and in the provision of effective financial management reporting to the District and Directorate Offices.



The successful candidate will be responsible for negotiating and developing budgets that secure the financial resources needed to provide services. They will work in co-operation with the executive management team to ensure expenditures are made in a manner consistent with the Corporation’s policies and within the budget allocated. The incumbent will also ensure all accounting processes are performed under the guidance of the generally accepted accounting principles and Legislative requirements.

Our Local Housing Organizations are seeking a Maintenance Managers/Foremen to manage its daily maintenance operations. These positions will be based on a 40-hour work week with occasional overtime, as necessary.



**About the Position:**

Reporting to the Director of Maintenance, the Maintenance Manager will be responsible for the Planning and administering maintenance program for social housing programs across the Local Housing Organizations. 
The key responsibilities of this position includes the following:
- Providing supervisory direction and expertise to maintenance staff and maintenance supervisor.
- Planning and administering the execution of minor O&M funded projects and monitor client capital projects.
- Identifying preventative maintenance requirements in consultation with the Housing Manager and staff and establishing annual plans to complete those requirements.
- Conducting semi-annual inspections of buildings and works to review the standard of maintenance being provided 
- adherence to maintenance plans, identifying problem areas, and revising the plan as needed.
- Ordering ample stock of materials to follow the maintenance program by constantly reviewing inventory and preparing major material orders to meet annual re-supply dates.
- Reviewing maintenance standards with Nunavut Housing Corporation and recommending changes where necessary.
- Administering and applying the collective agreement with respect to bargaining unit
- Assessing training needs and recommending courses for the tradesmen and apprentices to enhance the overall skill level of the LHO within accepted financial restraints; and
- Using experience and judgment to plan, spend, monitor and report on the maintenance O&M budget in a format outlined by his supervisor.



**About You:**

Knowledge, Skills and Abilities Requirements Includes the Following:
- Previous supervisory/management experience – at least 5 years proven experience supervising a crew of at least 5 workers
- Previous administrative experience using Excel, processing invoices, developing scopes, making lists of materials, estimating jobs.
- Previous project management experience, along with basic knowledge of tendering, procurement, etc.
- Journeyman Certification with a minimum of 5 years’ experience at the journeyman level in an acceptable residential building trade such as oil burner mechanic, carpentry or maintenance plumbing.
- Valid Class 5 driver’s license

The Nunavut Housing Corporation is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing and youngest populations in Canada. NHC’s mandate is to create, co-ordinate, and administer housing programs to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, (www.igluliuqatigiingniq.ca) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.



**About the Job**


The Director, Project Management and Capital Development is responsible for the results and impact of the Nunavut Housing Corporation construction initiatives, and for the technical aspects of program development for NHC to assist community residents in obtaining homes that support a healthy, secure, independent, and dignified lifestyle.



The Director provides technical and project management advice, guidance, and support through the divisional team to the District Directors and District Technical staff to ensure the development of Local Housing Organizations (LHOs) and that infrastructure services and corporate programs are coordinated with District operations.




The key responsibilities of this position include the following:

Managing the delivery of projects and the technical support required for NHC’s new construction and redevelopment initiatives;
Overseeing all aspects of project planning and project management, including but not limited to, coordinating the establishment of guidelines and procedures, strategic planning, team building, communications, community development, and District- and LHO-support;
Providing professional advice and guidance from a technical perspective with respect to corporate program planning, policy, and management processes;
Ensuring the design and development of an appropriate built environment is reflected in plans for new construction and by contributing to the integrity of the existing infrastructure portfolio;
Managing financial resources and contributing to the development of the NHC’s priority-based capital plan;
Leading stakeholder management and communications for infrastructure services; and
Providing leadership for the effective integration of infrastructure initiatives that align with corporate goals, priorities, standards, and operational practices.



**About You**


The knowledge, skills, and abilities required for this job are usually obtained through:

A university degree in architecture, engineering, or a related field supplemented with a professional project management certification;
Eight (8) years of progressively challenging project management experience and direct experience managing the planning, development and construction of residential or commercial infrastructure projects (with exposure and participation in all aspects of design, documentation, and delivery); and
Five (5) years of progressive managerial experience.
An acceptable combination of education and experience may be considered.


Assets:

Experience in northern construction.
A professional or trade certification in a related field.
Fluency in more than one of Nunavut’s official languages.
Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut.
Experience working in a northern cross-cultural environment.
