Reporting to the Director, Policy and Strategic Planning, the Senior Policy Analyst takes a lead role in the development, coordination, and management of strategic planning, policies and procedures of the Nunavut Housing Corporation. This position plays a key role in the division’s achievement of corporate and divisional goals by keeping abreast of current housing and other related issues and trends, identifying and providing analysis on pertinent research areas, as well as integrating and disseminating this information as appropriate. The Senior Policy Analyst ensures the Policy and Planning Division efficiently provides the appropriate level of support required by the Directorate Office for the adequate oversight of the Corporation’s operations.

The incumbent of this position is responsible for developing and reviewing guidelines, policies and legislation as well as producing high quality briefing materials for the Corporate Executive Committee, the NHC Board of Directors, Executive Council and the Financial Management Board. They will support the Director, Policy and Strategic Planning by performing comprehensive assessments of proposed policies and programs, identifying potential political, legal, social, economic and financial impacts and determining performance indicators and recommending modifications. The incumbent will also be responsible for liaising with national/international, provincial and territorial governments, Inuit organizations and other housing stakeholders; coordinating divisional involvement with Government of Nunavut departments and other agencies in developing interdepartmental initiatives.

The knowledge, skills, and abilities required for this position are usually obtained through a degree in a field such as Social Sciences, Communications, Economics, Business or Public Administration from a recognized post-secondary institution with a minimum of three (3) years of experience in developing and analyzing public policy and programs. Experience in a large organization or government setting as well as experience supervising, and leading work assignments are considered assets. Experience or education in analyzing housing markets is also considered an asset.

The Vice President Finance and Corporate Services reports to the President & CEO is accountable for the development and co-ordination of corporate finances, corporate policy, strategic planning and communications, information technology systems, human resource functions and procedures, and long-term planning in support of the NHC's vision, mission, mandate, goals & objectives. Authority, responsibility, and accountability also include the supervision of staff, research, strategic, economic, and financial planning for the Corporation and acting as the Secretariat to the Corporation. This position is responsible for ensuring the fiscal and monetary well-being of the Corporation. The position has an impact on all the Corporation’s Divisions, three Districts (Kivalliq, Kitikmeot, Qikiqtaaluk), 25 Local Housing Organizations (LHOs) located across Nunavut, as well as on various contract and individual Corporation clients and vendors.  It is also responsible for the functional guidance, oversight, and support for ~337 staff employed with the LHOs in the areas of Finance, Information Technology, and Human Resources. 

The successful candidate requires a recognized professional accounting designation and professional training in related fields such as Management and Financial Accounting, coupled with a minimum of ten years of progressive experience in a financial and management environment.  The candidate must be well versed in Generally Accepted Accounting and Generally Accepted Auditing Principles, and possess superior leadership, communication, interpersonal and time management skills. 

Familiarity with Nunavut, and Northern Housing, along with the ability to communicate in more than one of Nunavut’s official languages would be an asset.  Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut, and experience working in a northern cross-cultural environment are also considered assets. The knowledge, skills, and abilities required for this position are usually obtained through an undergraduate degree from a recognized post-secondary institution in Public or Business Administration, Social Sciences, or related field. The candidate must have a minimum of five (5) years’ experience in the policy field, which should include policy development and analysis, strategic planning, communications and public relations, crisis management including three (3) years of progressive managerial experience.

Reporting to the Manager, Community Development - Technical, the Community Development Officer – Technical supports the design and/or construction and project and contract management of public and staff housing. The incumbent provides technical support in the delivery of homeownership repair programs working within the established Government of Nunavut (GN) and NHC policies, procedures and regulations and building codes and regulations.

Key responsibilities of the successful candidate will also include:

- Co-ordinating, retrofitting and modernizing improvement projects and the maintenance of corporate assets;
- Providing technical support and training to ensure development of delivery capabilities of community partners;
- Consulting with the communities on housing programs through public meetings, workshops, liaising with community groups and client counselling;
- Evaluating and recommending improvements in program delivery and identifying potential conflict areas in delivery.

The knowledge, skills, and abilities required for this job are usually obtained through completion of a Red Seal Endorsement in a residential trade such as Carpenter, Plumber, Oil Heat Systems Technical, Electrician, etc. Five (5) years of related work experience as a Building Inspector, Site Supervisor, Construction Coordinator, Project Officer, Project Manager, or a related position, including experience working as part of a project team involved in building or design, operations and maintenance or housing project delivery. Experience developing scopes of work and cost estimates and building inspection. Cold climate building design and construction experience would be considered an asset. Experience in carpentry is preferred.
