Iqaluit, Nunavut (December 4, 2025) - The Nunavut Housing Corporation (NHC) is pleased to announce the expansion of the Canada–Nunavut Housing Benefit (CNHB), providing broader and more meaningful support to Nunavummiut.

For the first time, NHC will deliver a $600 monthly ($7,200 annually) Homeowner Support Benefit, offering direct, non-taxable financial assistance to eligible Nunavummiut to help offset the high costs of homeownership. Approximately $6 million in funding is available through to 2028, helping families manage homeowner-related expenses and stay securely in their homes.

“This expansion reflects our commitment to keeping Nunavummiut housed,” said the Honourable Cecile Nelvana Lyall, Minister responsible for the Nunavut Housing Corporation. “With this new benefit, we are addressing the unique realities of homeownership in Nunavut, reducing pressures on public housing, and supporting families who want to remain in their homes.”

Eligibility is based on household income. Applicants must own and live in their home as their principal residence and not be receiving the Government of Nunavut Employee Household Allowance.

Applications for the CNHB Homeowner Support Benefit will be available through the Nunavut Housing Corporation’s website at https://www.nunavuthousing.ca/programs/canada-nunavut-housing-benefit or by calling 1-844-413-9355. Intake staff will assist applicants with the process to confirm eligibility and ensure timely access to supports.

The expanded Canada–Nunavut Homeowner Support Benefit is cost-matched by the Nunavut Housing Corporation and the Government of Canada through the Canada Mortgage and Housing Corporation and will run through 2028.

the 2025 Nunavut Housing Forum in Iqaluit, bringing together over 300 leaders from the industry, 
Inuit organizations, and all levels of government. The four-day event set a new pace for 
collaborative action on Igluliuqatigiingniq, also known as the Nunavut 3000 strategy to build 3,000 
new homes by 2030, an initiative set out by the 6th
Legislative Assembly under the Katujjiluta Mandate.

Participants explored a wide range of housing topics featuring northern businesses, educators, policy makers and local leaders. Highlights include discussions on procurement and land development, the health impacts of housing insecurity, financing, and opportunities to invest in Nunavummiut through local training. The forum brought stakeholders together to identify practical ways to scale housing across the territory. The connections made and ideas exchanged throughout the week will directly contribute to the long-term success of Nunavut 3000.

**New Housing Partnerships Announced**

The forum included the signing of two construction contracts demonstrating how public, private and Inuit-led organizations are aligning to improve housing outcomes in Nunavut.
On Tuesday, NHC signed an agreement with Birchcliff Development Limited, a full-service design and construction firm focused on northern housing. The partnership will support the co-creation of Inuit-centred housing solutions that reflect local needs, values and capacity. On Wednesday, NHC announced their partnership with Arctic Fresh Projects, a Nunavut-based social enterprise, that aims to expand community-led housing delivery in the Qikiqtani region, with integrated support initiatives related to local employment.

“These agreements affirm that locally designed, sustainable housing can be led and delivered within our own communities,” said Lorne Kusugak, the Minister responsible for the Nunavut Housing Corporation. “We are seeing our network of partners continue to grow, each sharing the same determination to address Nunavut’s housing crisis. 2025 Nunavut Housing Forum builds momentum for Nunavut 3000 through collaboration and partnerships

Iqaluit, Nunavut (May 26, 2025) – Nunavut Housing Corporation (NHC) reaffirms its
commitment to improved housing services and expanding the available pool of housing for
Nunavummiut following a recent performance audit.

The Office of the Auditor General of Canada (OAG) conducted a performance audit in 2024
to evaluate how NHC managed housing services and public housing inventory between
April 2022 and December 2024.

The report makes 10 recommendations for NHC moving forward. NHC has responded to the
findings and recommendations in the report by proposing the following activities:

• Review the points rating system used to prioritize public housing allocations and
improve the system and process for rating public housing applications.

• Increase support for and oversight of the Local Housing Organizations (LHO)
allocation of public housing units to ensure they are consistent with government
legislation, policies, processes and the management agreements between each
LHO and NHC.

• Develop guidance for LHOs to use in balancing transfer requests from existing
tenants against new tenant applications to improve equitable allocation of housing
units.

• Implement a standardized approach to collecting, managing and analyzing waitlist
data across all communities to ensure equity in public housing unit allocation and
inform public housing development.

• Conduct a needs analysis of Elders and people with disabilities, including existing
tenants, waitlisted applicants and new applicants, identify all units with
accessibility features, improve the process for allocating these units and improve
oversight of accessible and barrier-free public housing unit allocations.

• Document the features of all accessible and barrier-free public housing units within
NHC’s inventory to support equitable allocation of public housing units with these
features.

 Improve management and analysis of public housing assets through better
information management, including consolidating and integrating housing data,
tracking condition ratings, accessibility, maintenance activities, leasing data and
property values.

• Continue to work with LHOs to meet their obligations under their management
agreements, including submitting annual plans and semi-annual progress reports.

• Ensure public housing units are maintained by improving the way preventative
maintenance in public housing units is monitored and documented, including unit
condition inspections, mould, and heat recovery ventilators.

• Continue to improve on the clarity and consistency of progress reporting for
Nunavut 3000 by releasing the number of housing units completed or under
construction since the start of the 6th Assembly in November 2021 using third-party
data from the Office of the Chief Building Official (OCBO).

NHC is also in the process of implementing two enterprise information technology systems
to support these improvements, including an asset planner to manage the lifecycles of
NHC’s public housing inventory and property management software to improve the
administration of public housing for existing and future tenants.

“The Auditor General’s findings and recommendations validate our plans to improve how
NHC provides equitable access to suitable public housing for families and individuals in
Nunavut,” said the Minister responsible for NHC, Lorne Kusugak. “When our government
developed the Katujjiluta Mandate in December 2021, we recognized the pressing need to
improve housing conditions for Nunavummiut. We thank the Auditor General for sharing
our interest in better housing for our people and for her recommendations, which support
our vision for Nunavut’s housing continuum.”

These proposed actions will be finalized by NHC and will be included in an official Action
Plan in Fall 2025, when it will be released on the NHC website.

**Iqaluit, Nunavut (April 10, 2025)** – The Nunavut Housing Corporation (NHC) is pleased to celebrate the finished construction of 24 new affordable housing units on the Iqaluit beachfront. This affordable housing project, an investment of $12.8 million, has delivered four six-plexes that contain 24 new housing units, including four one-bedroom units and 20 two-bedroom units.

“This project is a great example of our efforts to rapidly expand Nunavut’s housing continuum through Igluliuqatigiingniq,” said Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation. “These 24 new units will become homes for families in Iqaluit, seeking to work, live and raise their families here.”

The units were constructed by Birchcliff Development Ltd. at an average cost of $535,000 per unit or $585 per square foot.

“Housing development in the North can be very challenging,” said Eiryn Devereaux, President and CEO of NHC. “We are very proud of this project, which shows we can accelerate housing supply within reasonable construction costs and favourable schedules – in this case, less than 12 months from start to finish.”

NHC will own and operate the buildings as part of its overall housing portfolio. These units will be allocated primarily to GN staff housing to replace the units destroyed in the fire at 1088 Noble House in January of this year.

**Iqaluit, Nunavut (April 10, 2025)** – Nunavut’s housing supply in the Kivalliq region will grow by approximately 20 modular housing units this year through a Memorandum of Understanding (MOU) signed at the Nunavut Mining Symposium in Iqaluit today between Nunavut Housing Corporation (NHC) and Agnico Eagle Mines Limited (Agnico Eagle). 

Through this MOU, Agnico Eagle will provide the marine shipping for approximately 20 new modular housing units in support of accelerating housing supply for Nunavummiut. NHC will be responsible for purchasing the modular units and the placement of units once they arrive in the communities. 

“This beneficial partnership with Agnico Eagle represents our shared commitment to economic development and healthy communities that results in lasting benefits for Nunavummiut,” said Lorne Kusugak, Minister Responsible for the Nunavut Housing Corporation. “Through Agnico Eagle’s generous in-kind support, approximately 20 new housing units will be delivered to Rankin Inlet and Baker Lake, and more importantly, 20 Kivalliq families will have a new place to call home.”

Pangnirtung Housing Association (PHA) and Nunavut Housing Corporation (NHC) are working together in response to allegations about a PHA employee that were posted on social media over the weekend.  

Wide-spread sharing and comments on social media have prompted this statement, clarifying PHA’s role as the employer and NHC’s support in resolving this matter.  

● Local Housing Organizations (LHOs) like PHA are independent legal entities
responsible for the employment and management of their staff.

● NHC provides operational support to LHOs as needed to assist them in fulfilling
their mandates. This can include support for human resources.

● NHC and the PHA Board of Directors are working together to achieve the timely and
appropriate resolution of this matter.

The alleged comments are very concerning and neither PHA nor NHC condone such behaviour. 

Providing culturally sensitive and safe workplaces for all housing employees is a top priority for NHC and PHA. NHC will continue to extend support to PHA’s Board of Directors until this matter can be resolved.  

This is an ongoing human resources matter. No further information will be provided by PHA or NHC at this time.

The Government of Nunavut (GN) is offering its support to all those affected by the fire at 1088 Noble House in Iqaluit. The fire resulted in the displacement of 36 families and several businesses.

The Nunavut Housing Corporation (NHC) is leading the GN’s efforts to assist staff whose homes were lost. Employees are actively working to ensure that all tenants are temporarily accommodated in hotels and relocated to other housing units, while collaborating with Northview to secure long-term housing solutions as quickly as possible. NHC expects to begin relocating some displaced tenants into other housing units as early as this weekend.

Tenants who were not relocated to hotels last night are asked to contact Lana Drouillard at 867-975-7210 or ldrouillard@gov.nu.ca, Michaela Smith at 867-975-7204 or msmith11@gov.nu.ca, or the emergency contact line at 867-222-1304 if they have arranged alternate temporary accommodations, require a hotel room, or need further assistance.
All departments and agencies have mobilized resources to ensure colleagues and fellow Nunavummiut can recover from this devastating loss. 

**Smoke Exposure (Health)**
The Department of Health is reminding residents of Iqaluit to take necessary precautions regarding smoke. Individuals with heart or lung disease, asthma, the elderly, children and pregnant women should limit their exposure to smoke. Avoid the area around the fire and stay indoors as much as possible with the doors and windows closed. People should seek medical attention if they have symptoms like trouble breathing or tightness in the chest.
 
 
**Emergency Leave for Employees (Human Resources)**
Employees affected by the fire are eligible for Emergency Leave to January 19. This leave does not impact existing leave credits. If employees feel they need additional time off after January 19, please contact your supervisor and/or HR manager to discuss options. We encourage those impacted to take advantage of the leave provisions to ensure their well-being during this challenging time.


**Emergency Income Assistance (Family Services)**
Emergency Income Assistance can help replace essential items such as clothing, toiletries, food, baby bottles and formula, and other necessities.

Emergency Income Assistance is available to all Nunavummiut who experience the loss of personal belongings or housing, regardless of whether they are current Income Assistance clients.

Anyone who lost their driver’s licence or general identification card in the fire can visit the Motor Vehicles office at 1104C to receive a certified true copy of these documents to use as government-issued photo ID until a replacement card arrives.
 
 
**Canadian Red Cross Supports (Community and Government Services)**
The Government of Nunavut is supporting the City of Iqaluit in coordinating with the Canadian Red Cross. Any family directly impacted by this fire is asked to ensure they are registered with the City of Iqaluit to ensure the Red Cross can be provided with the correct contact information to engage individuals to determine what supports may be offered to them.


Individuals are asked to call the City of Iqaluit dispatch line at 867-979-5650 and provide:

•	Unit number.

•	Number of persons in your household.

•	Ages of all household members.

Support available following fire in Iqaluit

**Iqaluit, Nunavut (November 8, 2024)** - Community organizations will soon be able to access capital funding to help with the construction of transitional housing units,  shelters, homes for Elders and other supportive housing units through the newly approved Supported Housing Capital Program at Nunavut Housing Corporation (NHC). 

“We are delivering on the promise to supply more housing choices to those who need specialized support to live independently,” said The Honourable Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation (NHC). “New supported housing units will be occupied by Elders, women, children, people with disabilities, those experiencing homelessness and other marginalized communities.”

The Supported Housing Capital Program offers eligible projects up to $150,000 per housing unit through a forgivable loan with a minimum ten-year term. Eligible projects can access: 

- $100,000 per Single Room Occupancy (SRO) unit or bed; and/or
- $150,000 per self-contained unit.

Community organizations can also receive financial support to prepare their supported housing project plans through the Nunalingni Piruqpaalirut Fund (NP Growth Fund) available through the Community Housing Transformation Centre (CHTC). 

“The new Supported Housing Capital Program aligns nicely to our partnership with the Community Housing Transformation Centre,” said NHC Vice President of Operations, Jimmy Main. “Community organizations can apply to the NP Growth Fund at the CHTC to prepare their supported housing project plans for funding applications to NHC and other public sector housing funders.”

NHC and its GN partners in the Supported Housing Working Group, including the GN departments of Family Services, Health and Justice, are seeking new ways to create the conditions for sustainable supported housing to be developed, operated and maintained. Interested community organizations are invited to contact NHC with their ideas at  SHCapital@nunavuthousing.ca   

The new program is part of Igluliuqatigiingniq or Nunavut 3000, an initiative that calls for Nunavummiut to work together to add 3000 new housing units to the territory by 2030. More information is available on the NHC website.

New capital funding program approved to help community organizations build supported housing units in Nunavut

The Nunavut Housing Corporation (NHC) is pleased to announce that the Condominium Program is accepting applications from prospective homeowners and is now open to all Nunavummiut.

Through this program, 2-bedroom apartments will be available for sale at 5196 and 5198 Qajisarvik Road, in the Plateau area of Iqaluit. The Condo Program aims to make homeownership more accessible to Nunavummiut by offering units for sale below market price and supporting applicants to understand their responsibilities as condominium owners through homeownership counselling.

The program has expanded its eligibility requirements and is no longer restricted to Government of Nunavut employees. Applicants must be at least 19 years old and be a full-time resident of Nunavut for at least one year to be eligible for the program. This program prioritizes Nunavut Inuit.

Iqaluit, Nunavut (August 21, 2024) – Today, Minister responsible for the Nunavut Housing Corporation (NHC) Lorne Kusugak announced the launch of the modernized Nunavut Homeownership Assistance Program (NHAP).

“Transitioning into homeownership is a challenge for any individual or family, but particularly for Nunavummiut, where housing options are minimal and costs are steep,” said Minister Kusugak. “By empowering residents to take an active role in building and maintaining their homes, this program aims to increase skills while increasing the number of new homes owned by Nunavummiut.”

The NHAP will provide successful applicants with a $250,000 loan, forgivable over 10 years, towards the purchase and shipping of an NHC-approved building material package. The program will also include homeownership education as well as project management and supervision throughout the construction process.

Applications will be accepted until October 18, 2024.

Today, a team of housing sector delegates has set out to undertake community visits across the territory as part of Igluliuqatigiingniq or Nunavut 3000. The delegation will visit ten communities to meet with Local Housing Organizations and hamlets to better understand each community’s readiness for housing development in preparation for upcoming public housing builds. 

“These community visits are an important part of our government’s strategy to expand Nunavut’s housing supply by 3,000 units before 2030,” said The Honourable Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation (NHC). “These visits are an invaluable opportunity to hear from those on the ground in each community and to have the conversations needed to progress our plans and increase the public housing stock efficiently”. 

The community visits will include delegates from NHC, the Department of Community and Government Services (CGS), NCC Development Ltd (NCCD) and the Land for Homes (L4H) initiative and will build on the 17 community visits that took place in the fall of 2023. 

“Community planning is an ongoing, ever-evolving process that requires collaboration between stakeholders and input from community members,” said NHC President and CEO, Eiryn Devereaux. “By visiting each community in advance of public housing builds, we’re able to learn about each hamlet’s community plans, assess the availability and readiness of land, identify access to utilidors and services and confirm the availability of necessary raw materials, like gravel.” 

The 2024 tour will take place between July 2-19, 2024, and will include the following stops:

2024 community visits for Nunavut 3000

Today the Honourable Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation (NHC), announced the new Board of Directors for the Iqaluit Housing Authority (IHA).

“I am pleased to welcome the new directors to their roles and am confident in the fresh perspectives that their varied skillsets and experiences will provide toward housing program delivery in Iqaluit”, said Minister Kusugak. “I also want to thank the interim directors from NHC for their invaluable contributions at the bargaining table. These conversations played a pivotal role in facilitating progress toward the ratification of a new collective agreement”.

The recently appointed Directors are assuming the roles previously held by the interim Board of Directors established in the summer of 2023 to address the ongoing labor dispute between the Iqaluit Housing Authority and the Nunavut Employees Union (NEU). With operations stabilized and the dispute resolved, the Iqaluit Housing Authority (IHA) is now transitioning back to a conventionally appointed board structure.

As of May 1, the newly appointed IHA Board Directors includes Jodi Durdle Awa (Chairperson), Kathy Hanson (Vice Chairperson), Christa Kunuk, Nyasha Kamera, Jakub Garbarczyk, Manu Kunuk, and Sherri Robertson.

Today, the Minister responsible for the Nunavut Housing Corporation (NHC) Lorne Kusugak joined the Minister responsible for the Nunavut Arctic College (NAC) Karen Nutarak and the director of Atoskiwin Training and Employment Centre Inc. (ATEC) and Pewapun Construction Limited board member Jim Moore, to sign a partnership agreement.

The agreement initiates a pilot project in Rankin Inlet to increase the supply of affordable student housing and provide additional trades training opportunities for NAC students. 

"Pewapun’s vision of supporting and empowering local students through on-the-job training opportunities is something I am proud to work toward modelling, not just in Rankin Inlet, but throughout Nunavut,” said Minister Kusugak. “In order to build homes, we need to build local capacity. Replicating Pewapun’s training and education model will not only build capacity but will also provide encouragement to youth considering careers in the trades sector.”

The pilot project, set to begin in July 2024, aims to provide six new three-bedroom affordable housing units for student families in Rankin Inlet, slated for occupancy by summer 2025. Pewapun will supply $3 million in materials and specialized support during construction, while the units will be built by students and instructors in NAC’s skilled trades worker programs.

"Our collaboration with Pewapun Construction promises employment-based apprenticeship training for 20-40 students enrolled in our trades programs," said Minister Nutarak. "This opportunity enables students to not only acquire knowledge and skills to support their personal and professional growth, but also to actively participate in community development. This approach aligns with the goals of the Nunavut Arctic College.”

The initiative aims to serve as a blueprint for additional pilot programs moving forward. By supporting students through on-the-job training, such programs can expand Nunavut’s skilled workforce and extend housing solutions to communities throughout the territory.

Pewapun Construction Limited is a social enterprise created in 2016 by the Nisichawayasihk Cree Nation in Manitoba as a sister company to the ATEC. Pewapun’s aim is to create sustainable livelihoods for Indigenous people by providing training, education, employment, and self-employment opportunities.

Cambridge Bay, Nunavut (May 23, 2024) – On Thursday, May 16, the Nunavut Housing Corporation (NHC) and the Kitikmeot Inuit Association (KitIA) announced a Partnership Agreement to design and deliver a new initiative called the Nunavut Pathway to Homeownership Pilot Program (NPHO) in the Kitikmeot Region.

The Partnership Agreement brings together the expertise of NHC and KitIA with the objective of increasing homeownership in Nunavut to address the need for a more stable, long-term housing solution. The pilot program is designed to provide participants with the opportunity to save for a down payment towards the purchase of a home and to access bank financing.

“The Nunavut Pathway to Homeownership Pilot Program bridges a critical gap in the housing continuum between tenancy and homeownership,” said Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation. “By partnering with KitIA to deliver financial literacy and homeownership skills training that reflects Inuit Qaujimajatuqangit principles, we can better equip prospective homeowners, and support them in their path to homeownership.”

The initial pilot cohort will consist of four Inuit families from Cambridge Bay. Each family will be provided with a leased unit in a newly constructed four-plex, will make regular monthly rent payments to NHC, and will participate in a structured financial literacy and homeownership skills training program over the span of three years. After completion of the training, eligible participants will have the option to purchase a homeownership unit and may receive a NPHO grant of up to $30,000 to be put toward their home purchase.

“KitIA recognizes the importance of homeownership for Inuit across the region and is pleased to work with NHC on the delivery of this innovative new pilot program,” said Robert Greenley, President of the Kitikmeot Inuit Association. “Supporting Inuit in pursuing their housing needs and seeking opportunities for homeownership will help to improve the wellbeing of families in our region”.

modernized suite of housing programs in support of Igluliuqatigiingniq, the Nunavut 3000 strategic 
plan for “building houses together”.

Nunavut Affordable Housing Supply Incentive (NAHSI), NHC’s new flagship program targeted to housing 
developers and builders to increase the supply of affordable housing, will help to meet the 
Katujjiluta commitment to expand Nunavut’s housing continuum. Affordable housing refers to housing 
available on the market for rent or purchase that is at minimum 20% below market rates
and therefore made more affordable for individuals and families.

To incentivize the development of affordable units for rent or sale, NAHSI provides capital in the
form of 10-year forgivable loans of $150,000 for each eligible unit, including single family
dwellings, residential multiplexes, condominiums, cooperatives, and modular homes. Eligible
applicants include Inuit organizations, private sector housing developers and builders,
municipalities, and non-profit organizations who seek to create affordable housing in Nunavut.

The NAHSI program complements NHC’s modernized suite of homeownership support programs
which includes the reintroduction of the Nunavut Homeownership Assistance Program (HAP 2.0)
to support Nunavummiut to build their own homes. For existing homeowners, enhanced repair
programs will broaden the eligibility and provide higher funding levels. Increased assistance will
also be available under the Nunavut Down Payment Assistance Program (NDAP).

“We need to expand the range of housing choices available to Nunavummiut,” said the Minister
responsible for the Nunavut Housing Corporation, Lorne Kusugak. “The NAHSI program
introduces a bold new approach to bridge the affordable housing gap. NAHSI provides builders
and developers with financial support to accelerate the supply of affordable rental and

The Honourable Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation (NHC), announced changes to the membership of the corporation’s board of directors.

As of March 1, 2024, Derek Elias of Cambridge Bay and Annie Aningmiuq of Iqaluit have been appointed as directors, each serving a term of three years. “I would like to congratulate the newly appointed directors,” said Minister Lorne Kusugak.

“Mr. Elias has extensive leadership experience, with 17 years working for the NHC and serving as the former mayor of Cambridge Bay. Ms. Aningmiuq has a diverse education with a varied skillset from her work with several Inuit organizations and is currently the vice president of Nunasi Corporation. Their skills and experience will be constructive in guiding the corporation’s strategic direction, enabling NHC to provide fair access to a range of affordable housing options for families and individuals.” 

John Apt will continue in his role as chairperson, while Peter Tapatai, John Hussey, and Allan Rumbolt will continue serving on the board. Six of the seven seats on the board of directors are filled.

“I thank outgoing board members George Qulaut of Igloolik, Patrick Tagoona of Rankin Inlet, and Emma Pauloosie of Gjoa Haven for their service and valuable contributions to the corporation,” said Minister Kusugak.

The new NHC board will meet April 23-25, 2024 to determine who will assume the role of vice-chair moving forward.

Nunavummiut across Canada can call 1-844-413-9355 and the Nunavut Housing Corporation’s (NHC) phone operators will assist callers in finding the right person to help with housing-related questions. Callers can currently receive service in Inuktitut and English.

The housing contact line headquartered in Arviat will be available Monday-Friday from:
• 9:30 a.m. to 6:00 p.m. Eastern Standard Time for the Qikiqtaaluk region.
• 8:30 a.m. to 5:00 p.m. Central Time for the Kivalliq region.
• 7:30 a.m. to 4:00 p.m. Mountain Standard Time for the Kitikmeot region.

The Housing Contact Line can be used to get contact details for Local Housing Organizations or local providers to follow up on existing work orders, to check in on the status of an application, or to learn more about NHC’s programs and services. Nunavut Housing Corporation launches new Non-Emergency Housing Contact Line

Iqaluit, Nunavut (January 31, 2024) – Nunavut Housing Corporation (NHC) and NCC Development Limited (NCCD) are pleased to announce the signing of the 2024 Annual Allocation and Purchase Agreements (design-build contracts) to develop 166 new housing units – 146 public housing units and 20 staff housing units – in 17 Nunavut communities.

“The execution of these contracts aligns with the vision of Igluliuqatigiingniq Nunavut 3000 and reflects a significant increase in the annual supply of new public housing units desperately needed across the territory,” said Eiryn Devereaux, CEO & President of Nunavut Housing Corporation. “One of the guiding principles of the partnership agreement with NCCD was to demonstrate value for money and realize significant increases to supply of new units.”

Construction will commence this fall in the following communities:

The 2024 Annual Allocation and Purchase Agreements represent year two of the 10-year partnership agreement NHC signed with NCCD to leverage investment in housing and achieve economies of scale to achieve the goals of Igluliuqatigiingniq.

In year one, NCCD commenced construction on 150 new public housing units. All material packages have arrived, and construction is underway in most communities. NCCD is on schedule for completion of all 150 units within the next 12 months.

“Our organization is committed to mobilizing Inuit-owned and Northern resources to build homes by and for Nunavummiut,” said NCCD chief executive officer and president Clarence Synard. “The Nunavut 3000 Strategy includes meaningful and effective training programs that will ensure we lead in the development of skills for Inuit who are interested in a career in trades. Specifically, we have an Inuit labour target of 30 per cent for our negotiated partnership contracts for public housing units and see this as an opportunity to increase training and capacity development for Inuit in the construction trades sector.”

The total estimated cost of the Igluliuqatigiingniq Nunavut 3000 Strategy is $2.57 billion to create up to 3,000 housing units across the territory by 2030, with a target of approximately $890 million (35 per cent) in private sector investment and approximately $1.68 billion (65 per cent) in public sector investment.

Winnipeg, Manitoba (April 19, 2023) – Nunavut Housing Corporation (NHC) and the
Community Housing Transformation Centre (the Centre) Montréal, Québec, signed a
Partnership Agreement to support the growth of the community housing sector as part of the Nunavut 3000 Strategic Plan – Igluliuqatigiingniq “Building houses together”.
The Partnership Agreement brings together the expertise of NHC and the Centre with the objective to build the capacity of the community housing sector in Nunavut by sharing and leveraging resources aimed at expanding, empowering, and supporting non-profit organizations.

Central to the Partnership Agreement is the establishment of the Nunalingni Piruqpaalirut Fund (NP Fund), meaning “Growth in our Land”. The fund is designed to support entities with an affordable housing idea, project or initiative, enabling them to move to the next stage and bring it to fruition.

Eligible projects will be able to apply for a grant under the following funding streams: Capacity Building, Planning and Pre-Development, Research and Innovation.
The total amount available for distribution through the NP Fund until March 31, 2024, is
$1,360,000. NHC and the Centre are currently working on the implementation of the NP Fund. Application intake is anticipated for July of 2023.

Iqaluit, Nunavut (August 3, 2023) –The Honourable Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation (NHC), is pleased to announce that the newly appointed Iqaluit Housing Authority (IHA) Board of Directors has achieved their primary mandate, which was to end the ongoing labour dispute with the Nunavut Employees Union (NEU). The board voted on Tuesday, August 1, 2023, to ratify a new collective agreement. 

This settlement formally ends the 136-day strike at the IHA with unionized employees being welcomed back to the workplace on Thursday, August 3, 2023. The new five-year agreement takes effect upon ratification and will expire on June 30, 2025. 

“We are pleased to see that the unionized workers will return to work. NHC recognizes the challenges and pressures over the past months relative to the labour dispute between the IHA and the NEU,” said Minister Kusugak. “I want to thank all those involved in the bargaining teams for achieving a fair agreement this past Monday.” 

As previously announced, the new IHA Board of Directors will take the next 90 days to stabilize operations and support workers returning to the workplace. Immediately thereafter, a public advertisement for a new board will begin.

Minister Kusugak Welcomes End to Iqaluit Housing Authority Labour Dispute

Iqaluit, Nunavut (July 28, 2023) –The Honourable Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation (NHC), announced changes to the Iqaluit Housing Authority (IHA) Board of Directors, effective today.

Six members of the Nunavut Housing Corporation have been appointed to serve as the Iqaluit Housing Authority’s Board of Directors. This is a temporary measure to address the ongoing labour dispute.

“The new board's immediate focus will be to return to the bargaining table to achieve a settlement to the IHA labour dispute,” said Minister Kusugak. “I have asked the new board to ensure, within the next 90 days, that it stabilize operations at the IHA and then immediately initiate a process to seek out a new board of non-NHC staff.”

The current relationship and agreements between the IHA and NHC will remain unchanged while NHC staff form the majority of the IHA board.

The newly-appointed board members are:
• Eiryn Devereaux, Chair.
• Juanie Pudluk, Vice Chair.
• Eetuk Groves.
• Jazmyne Perkins.
• Jimmy Main.
• Danio Penuliar.

The Nunavut Housing Corporation has not been involved in, or a party to, the collective bargaining to date. Given the length of time of the labour dispute and the lack of progress, more direct involvement from the NHC is required to ensure the effective delivery of the public housing program.

Nunavut Housing Corporation would like to remind tenants living in public or staff housing to be aware of the regulations in place before making any alterations to their housing unit, such as installing communications devices.

Approvals to make alterations to a housing unit are required before work begins. Alterations may include installing items such as satellite dishes on balconies, running wires through windows, drilling holes, or building a separate structure on a property.

To obtain approvals, tenants are required to complete and submit the Authorization Form, found at www.nunavuthousing.ca/publications, by mail or email to their Property Management Officer (for staff housing) or the Local Housing Organization (for public housing).

Any changes made to a housing unit without approval may be considered to be non-compliant with their lease agreement. Tenants may be required to cover any costs associated with removing items installed or repairing alterations.

The Building Alterations, Satellite Dishes and Antennas Policy provides further guidance for tenants looking to install and maintain communications devices in their housing unit to ensure it is done safely and responsibly.

Are you currently living in staff accommodations provided by the Nunavut Housing Corporation (NHC) and planning to depart your community or move out of your assigned unit?

NHC’s Staff Housing division would like to remind tenants that are moving to contact their Rental Agent or NHC Property Management Officer at least two weeks before their intended departure. This is necessary to allow time to arrange check-out with NHC staff. Notice should be made via email to your local property management officer or rental agent but may be done over the phone where necessary.

To prevent cleaning fees, tenants are encouraged to follow the cleaning requirements outlined in the Cleaning Checklist, available as part of the GN Staff Housing Policy at www.nunavuthousing.ca/staffhousing.

The payment of rent will cease when keys to the unit have been returned, once the checkout inspection has been completed. If all keys have not been returned, the lock will be replaced at the tenant’s expense.

Reminder to NHC Staff Housing Tenants to Provide Notice Before Departure

Iqaluit, Nunavut (June 6, 2023) – Nunavut Housing Corporation (NHC) announces the purchase agreement with Sakku Innovative Building Solutions (SIBS) for 22 modular units to help accelerate housing construction and Inuit participation in the local supply chain. NCC Development Limited (NCCD) will complete the installation of the modular units once they arrive in the communities.

Approximately two-thirds of the units will be delivered to Arviat, Rankin Inlet, Baker Lake, Arctic Bay, Gjoa Haven, Taloyoak and Cambridge Bay. They will be used as temporary accommodations for NCCD construction workers who are building 132 new public housing units in these seven (7) communities.

Additionally, eight (8) units will be purchased for Sanirajak, Kinngait, Sanikiluaq and Pangnirtung, where the Department of Family Services (DFS) will use the units to help address critical needs such as transitional housing or housing for DFS critical staff. NHC will work closely with DFS to develop a plan for these units prior to their arrival in communities.

The modular units will remain NHC assets until they are no longer needed for temporary construction worker accommodations. NHC will then reprofile the modular units for use as either affordable rental units, transitional units (or shelters), and/or DFS targeted units.

“While NHC will continue to engage the market through standard design-build and design-bid-build delivery models, we are excited about the opportunity to purchase 22 affordable, pre-built housing units from SIBS, an Inuit-owned company, for delivery in the summer of 2023,” says Juanie Pudluk, Associate President, Nunavut Housing Corporation. “Expanding the housing supply in Nunavut’s communities as quickly as possible is a priority for NHC. These modular units meet all code requirements, including fire resistance, and are insulated for Nunavut’s environment.”

The total turnkey cost for the fully furnished units will be in the range of $600 per square foot; however, this cost will be further reduced by the value of temporary accommodations NHC would have normally paid for the construction of the 132 public housing units. The new pilot initiative represents one of the exciting new approaches to achieving Igluliuqatigiingniq/Nunavut 3000’s ambitious goal of delivering 3000 new units across the housing continuum by 2030.

Iqaluit, Nunavut (April 28, 2023) – Nunavut Housing Corporation (NHC) and NCC Development Limited (NCCD) are pleased to announce the signing of design-build contracts for the construction of 150 new public housing units across eight (8) Nunavut communities. Construction will commence in Fall 2023. 

The design-build contracts are part of the 2023-24 Public Housing Delivery Plan under Igluliuqatigiingniq, also referred to as the Nunavut 3000 Strategy.  
The design-build negotiated construction contracts for 132 public housing units outside of Iqaluit include 20 new units in each of Arviat, Rankin Inlet, Baker Lake, Arctic Bay, Gjoa Haven, and Taloyoak, and an additional 12 units in Cambridge Bay. 

The total contract value (including design and site costs) of these 132 units is  $92.5 million – approximately $600 per square foot in construction costs. An additional 18 public housing units were also approved for Iqaluit at a total contract value of  $12.8 million.  

“The execution of these design-build contracts for 150 public housing units aligns with the vision of Nunavut 3000 and reflects a significant increase in the annual supply of new public housing units desperately needed across the territory,” said NHC CEO and President Eiryn Devereaux. “One of the guiding principles of the Partnership Agreement with NCCD was to demonstrate value for money and realize significant increases to supply of new units. The contract value reflects a significant reduction in construction costs relative to bids from the past two years, a signal that COVID-relative price escalations are beginning to soften.”  

“Our organization is committed to mobilizing Inuit-owned and Northern resources to build homes by and for Nunavummiut. The Nunavut 3000 Strategy includes meaningful and effective training programs that will ensure we lead in the development of skills for Inuit who are interested in a career in the trades. Specifically, we have an Inuit labour target of 30% for our negotiated partnership contracts for public housing units and see this as an opportunity to increase training and capacity development for Inuit in the construction trades sector,” said NCCD CEO and President Clarence Synard. “This contract will also create many opportunities for NCCD to work with local and regional companies to perform various aspects of the scope of work.” 

The total estimated cost of the Nunavut 3000 Strategy is approximately $2.57 billion to create up to 3,000 housing units across the territory by 2030, with approximately $890 million (35 per cent) targeted to be funded by private sector investment and approximately $1.68 billion (65 per cent) targeted to be funded by public sector resources.

Rankin Inlet, Nunavut (October 18, 2022) – The Government of Nunavut (GN) and Nunavut Housing Corporation (NHC) today announced the launch of the Nunavut 3000 strategy, Igluliuqatigiingniq – building houses together.

The Nunavut 3000 strategy is a collaboration between the government and its partners to address the housing crisis in Nunavut.

Acknowledging the right of all Nunavummiut to live in adequate, safe, and healthy homes, the Nunavut 3000 strategy will deliver 3,000 new units across the housing continuum in Nunavut by 2030.

“Nunavummiut deserve homes that support a healthy, secure, and independent lifestyle,” said the Minister responsible for Nunavut Housing Corporation Lorne Kusugak. “With housing continuing to be one of the most urgent challenges in Nunavut, the announcement of Igluliuqatigiingniq, or the Nunavut 3000 strategy, is a welcome addition to our communities and will make a measurable difference in the lives of Nunavummiut.”

“Igluliuqatigiingniq seeks to leverage the capacity of all housing sector partners and stakeholders to advance innovative approaches to develop, design, and construct housing,” said NHC Board Member George Qulaut. “Working together has always been a guiding principle of Nunavut, NHC and Inuit.”

Rankin Inlet, Nunavut (October 18, 2022) – Nunavut Housing Corporation (NHC) and NCC Development Limited (NCCD) today announced the signing of a major housing partnership agreement as part of Igluliuqatigiingniq – building houses together, the Nunavut 3000 strategy.

The Partnership Agreement brings NHC and NCCD together to leverage their collective strengths in the delivery of more housing to Nunavummiut. The 10-year agreement will create the opportunity for NCCD to deliver up to 2,000 new housing units across the territory.

Iqaluit, Nunavut (August 24, 2022) – On August 18, 2022, the Nunavut Housing Corporation (NHC) and NCC Development Limited (NCCD) entered into an Agreement in Principle (AIP) to pursue a strategic partnership in relation to the delivery of much needed transitional, public, affordable and market housing units across the territory. Both organizations recognize the importance of developing strong relationships between the Government of Nunavut and Inuit organizations such as NCCD to leverage our collective strengths in the delivery of more housing to Nunavummiut. 

NHC and NCCD have a number of shared values that support the development of the proposed strategic partnership to achieve specific goals for Nunavut, including: 
- Developing Inuit workforce capacity and providing Inuit with opportunities for meaningful employment and careers in the building sector. 
- Delivering high quality housing solutions for Nunavummiut that achieve high customer and tenant satisfaction. 
- Generating healthy economic and social returns, as well as, supporting local Nunavut communities. 

This agreement embodies the IQ values of PiliriQatigiinniq – working together for a common cause and Qanuqtuurniq – being innovative and resourceful. - Nunavut’s housing market is under extreme pressure, facing high demand and inadequate supply. Overcrowding and the poor condition of the existing housing stock leads to poor social and health outcomes.
- It is assumed that between 3500 and 4000 new units are currently needed to address the housing supply gap across the territory.
- To support the Agreement in Principle, the NHC and NCCD will collaborate to develop Inuit workforce capacity by providing Inuit with opportunities for meaningful employment and careers in the building sector. This will include the implementation of training and development programs.
- NCCD is a wholly owned subsidiary of NCC Investment Group Inc., an Inuit Firm as defined in the Nunavut Agreement that is 100% Inuit owned by Nunasi Corporation, Sakku Investments Corporation, Kitikmeot Corporation and Qikiqtaaluk Corporation.
- The four corporations listed above are 100% owned by the Kitikmeot Inuit Association, Kivalliq Inuit Association and Qikiqtani Inuit Association – bodies and land claims organizations representing the Inuit of Nunavut under the Nunavut Agreement.

Agreement in Principle Reached Between the Nunavut Housing Corporation and NCC Development Limited 

Iqaluit, Nunavut — Everyone in Canada deserves a safe and affordable place to call home. The COVID-19 crisis has made it clear that affordable housing is key to Canada’s recovery, including in Nunavut.

Today, the Honourable Ahmed Hussen, Minister of Housing and Diversity and Inclusion, alongside the Honourable Daniel Vandal, Minister of Northern Affairs and Member of Parliament for Saint Boniface – Saint Vital, and the Honourable Lorne Kusugak, Minister responsible for the Nunavut Housing Corporation, announced a federal investment of close to $45 million to support the construction of 101 permanent affordable housing units in Nunavut through the Projects Stream of the Rapid Housing Initiative (RHI).

This amount builds on Nunavut Housing Corporation’s contribution of $30 million, for a grand total of nearly $75 million towards seven projects.

The projects are located in Joamie Court and Tundra Ridge in Iqaluit, Hall Beach, Kimmirut, Naujaat, Kugaaruk and Pond Inlet. The housing will serve Inuit, with 50 per cent of the units dedicated to women and their children.

New investments under the Rapid Housing Initiative will create thousands of good jobs in the housing and construction sector, grow the middle class, and build back stronger communities while getting us closer to our goal of eliminating chronic homelessness in Canada.
Construction of many of the projects are already underway, with several completed and occupied.

• The RHI is a $2.5 billion program creating over 10,000 new homes to help address urgent housing needs of vulnerable Canadians, especially in the context of COVID-19, through the rapid construction of affordable housing.
• The RHI has received significant interest from Indigenous groups, which resulted in over 40% of all units created under the program to be targeted to Indigenous peoples.
• Units are intended to be constructed within 12 months of when funding is provided to program applicants (with some exceptions), with units in the North and in special access communities intended to be constructed within 18 months.
• Close to 33 per cent of the Rapid Housing Initiative funding under round two will go towards women-focused housing projects with units constructed within 12 months of when funding is provided to program applicants.
